"Fixed" buttons are hard keys that are already designated for something specific such as "Dial" or "Hold" etc. For example, a soft key when the phone is not in use could show "Do Not Disturb" or "Contacts." When the phone is in use, the soft keys could say "Conference" or "Transfer." When you are listening to a voice mail the soft keys might say "delete" or "save."
